I think the rise of Ruby on Rails is not as much as documented, but I do think it's on the rise. The article here discusses that controversy. I am a little biased on my opinion, because I use PHP as my server-side web application programming language. I do think Ruby has been over-exemplified, because PHP 5 has been around for a few years now, so the user-base has settled down by now. On the other hand, Ruby is a newer language than PHP, so most likely there are more "newbies" who are looking for example code out there.
